CySEC issues Circular C718: CIFs Quarterly Statistics (Form QST-CIF)

On 27th June 2025, the Cyprus Securities and Exchange Commission (CySEC) has released the Circular C718, mandating all Cyprus Investment Firms (CIFs) authorised by 30th June 2025 to complete and submit the latest Form QST-CIF (Version 17) via the Transaction Reporting System (TRS) by Monday, 4th August 2025. 

Key points of Circular C718: 

Scope & Applicability

  • Applies to all CIFs authorised by 30 June 2025, including those not yet operational. 

Additional Information Requested 

  • Section K (Part I) – Other Information:
  • Question 2.5: Volume of Transactions of Clients in Binaries during the cumulative reporting period
  • Question 3.4: What is the percentage of clients’ funds deposited with a credit institution, bank or money market fund as at the reference date? 

Technical Submission Rules 

  • Files must be named following the format Username_yyyymmdd_QSTCIF.xlsx, digitally signed, and validated to show “NO ERROR” in TRS before the deadline. 

Submission Deadline 

  • Final submission by 4th August 2025 — five weeks after quarter-end (30 June 2025). 

NonCompliance 

  • Late or incorrect submissions may incur administrative penalties under Section 37(5) of the CySEC Law. CySEC will not issue reminders.
