CySEC issues Circular C731 – Annual fees Form in relation to the Dora Regulation
On the 2nd of October 2025, the Cyprus Securities and Exchange Commission (CySEC) has published Circular C731 regarding the Annual Fees under the Regulation (EU) 2022/2554 on Digital Operational Resilience (DORA Regulation).
Following the issuance of Directive DIR73-2009-07 and Policy Statement Policy Statement PS-03-2025, CySEC requests that all financial entities falling under the scope of DORA must complete the official Form for self-categorisation and calculation of the first Annual ICT fee for 2025.

1. Self-Categorisation and Calculation Form
Financial entities must complete the designated Form by filling in the grey cells in accordance with the instructions provided in the Form.
2. Submission of Form
When this Form is submitted to CySEC, Financial Entities should attach as Appendixes:
- The extracts from the most recent audited financial statements where the annual total turnover and the annual balance sheet of the corresponding year are disclosed.
- Evidence regarding the number of persons employed.
The completed and duly signed Form must be submitted to CySEC by 31 October 2025 either through the CySEC Portal or, for those without portal access, via email at accounts@cysec.gov.cy.
From 2026 onwards, financial entities must submit the Form between 1–15 September of each year.
3. Calculation of the Annual ICT and Payment Deadlines
For 2025, the annual fee will be calculated on a pro rata basis for the period between 15 August 2025 and 31 December 2025, in line with Directive DIR73-2009-07.
As far as payment deadlines:
- For 2025, the fee must be paid by 31 December 2025
- From 2026 onwards, the deadline for the annual fee payment will be 30 November of each respective year.
