3. Application Requirements 

To secure a Class A or Class B license, applicants must satisfy a comprehensive set of legal, operational, and financial requirements, including:

  • Establishment of a Cypriot legal entity or registered branch.
  • The applicant must hold a required percentage of shares in a Cypriot entity
  • The company’s primary activity must be betting-related.
  • For foreign operators, a partnership with a Cypriot entity may be considered.
  • Deposit guarantee of EUR 550,000 with a commercial EU bank or Cypriot institution, upon license receipt.
  • Demonstration of financial soundness, ensuring player protection and operational resilience.
  • Deployment of a secure, compliant betting transaction management system.
  • Full adherence to the Betting Law of 2012, particularly regarding responsible gaming and consumer protection.

Additional restrictions apply to natural persons under the age of 25 and those with prior criminal convictions relating to betting or gaming. In cases where an application is rejected, 75% of the fees are refunded, a policy rarely found in other EU jurisdictions.

Licenses are valid for 1 or 2 years and may be renewed or extended, subject to compliance.
