TradeInformer Interview with Hafeez Toofail

SALVUS Funds continues to strengthen its presence in Mauritius as the jurisdiction experiences rapid growth in the number of licensed Investment Dealers. To shed light on current developments, TradeInformer invited Hafeez Toofail the Managing Director and Partner of Salvus funds Mauritius to an interview.

As the first topic of the interview, Hafeez highlighted that Mauritius now hosts more than 450 Investment Dealers, driven by a robust regulatory framework, competitive tax environment, and expanding activity in securities, derivatives, and digital assets. He emphasized the critical role of licensed Management Companies, which provide governance, compliance support, and operational oversight ensuring higher standards across the sector.

Further on, Hafeez noted that new license applications are typically the most efficient route for brokers entering Mauritius, with processing times averaging two to three months. He also addressed banking challenges, explaining that while some banks remain conservative, others offer more suitable onboarding and operational solutions. SALVUS continues to work closely with preferred institutions to streamline processes for brokers.

Common issues seen among applicants include weak compliance preparation, unsuitable banking choices, and reliance on intermediaries lacking brokerage expertise. Hafeez urged brokers to approach Mauritius as a long-term operational base, with proper planning for governance, AML, payments, and tax structuring.

Finally, he further explained that while most firms obtain the standard Investment Dealer (excluding Underwriting) license, several alternative categories are available depending on business strategy.

The Mauritius financial sector continues to evolve, offering brokers a well-regulated environment backed by strong compliance expectations and growing business infrastructure. Through its local presence and regulatory expertise, SALVUS remains committed to helping brokers structure sustainable, compliant, and long-term operations in the jurisdiction.
